The Centre for Civil Society is a non-profit, research, education and advocacy think tank committed to increasing opportunity, prosperity and quality of life for every Indian by reinvigorating civil society and readjusting political society. Our mission is to promote social change through public policy by being a resource for innovative community and market based ideas for critical policy issues particularly in the areas of education, livelihood, governance, environment, globalization and rule of law. Interactions with policy makers and media, participation in government and trade association committees, regular writings in media take our research to key stakeholders. Our pioneering education programs – I, Society and Public Policy Seminars – and -Researching Reality Internship Program – are creating a growing network of over 4000 informed and socially active young leaders with the skills and knowledge necessary to advance social change through public policy research and reform. In education, we developed the School Choice Campaign to reform the school education system through efficient use of public funds and promotion of equity and quality through liberalization of the education system. In Rajasthan state, CCS has worked with top education officials for effective implementation of public private partnership schemes for education delivery. CCS has also been working towards ensuring fair and transparent nursery admissions through our initiative, Action for School Admission Reforms (ASAR). We have also implemented India’s first pilot voucher schemes in Delhi. In governance, CCS has been encouraging the idea of government’s ‘Duty to Publish’ (DTP). This led to changes in the Right to Information Act 2005 with the inclusion of Section 4 which deals with suo motu or proactive disclosure of information and developed an innovative DTP Index to assess the compliance of the Section 4. We also publish Citizen Handbooks detailing workings of government departments to inform governance reforms. In livelihoods, we utilize fact-based qualitative and quantitative research to bolster the case for informal sector entrepreneurs at local and national levels. Our Asia Livelihood Documentary Festival – Jeevika – has been providing support for advocacy to bring to public domain the impact of public policy and social norms on livelihoods. In the environment sector, CCS published the Terracotta Reader which outlines policy interventions to safeguard environment by restoring the rights of forest dwelling communities to land and other resources. Our research helped NGOs like ARCH lobby for changes in the National Environment Policy 2004 and led to the Scheduled Tribes and Other Traditional Forest Dwellers Act 2006. CCS has also led a number of other successful campaigns like the amendment of the Delhi Shops and Establishment Act 1954 which allowed extension of shop timings in the capital thereby reducing bribery and inspector-raj, improvements in public toilets, and in mandi (wholesale market) management. Based on our output, reach and policy impact, the University of Pennsylvania ranked CCS 8th in the top 25 think tanks in Asia. We also received four international Templeton Freedom Awards for initiatives in public relations, excellence in student outreach, free market solutions to poverty and institute excellence.
