Kabir is a communications organization dedicated to the increased awareness and use of the Right to Information (RTI) Act by all individuals and organizations across all segments of Indian society. The goal is to
envision a culture of transparency and accountability in government that allows for meaningful participation of citizens in their own governance.

Over the years, Kabir has organized many campaigns to promote the use of the Right To Information Act. directed towards India””s masses, with the aim of empowering every citizen to help make our government more transparent and accountable. These are some of the campaigns that have been organised so far Drive Against Bribe with RTI – was a very widely publicized campaign in the media. Organized in collaboration with NDTV, it aimed to promote the use of the RTI Act amongst the masses by encouraging them to use it as a substitute to giving bribe to get their work done in government offices. The campaign involved the training of around 1500 volunteers to work in assistance camps set up between the 1st and the 15th of July, 2006, throughout the country. Around 45,000 applicants were assisted, and around 21,000 RTI applications were filed.

The Action Research Villages Campaign (termed Mere Gaon Ka Sawaal in Hindi) – Jointly launched in December 2006 with out partners Poorest Area Civil Society Project (PACS) and ABSS from Dehat, the campaign was focused on brining RTI to five villages in various districts of Uttar Pradesh. The villagers were trained and encouraged to file a minimum of 300 RTI applications on various issues from each village; the impacts of the year long campaign were tremendous resulting in a district wide dispersal of RTI awareness and usage!

Jannane Ka Haq – is a half hour special on the RTI Act aired on the DD News channel every Saturday at 10:30 am. Kabir provides RTI expertise and research for the program on an ongoing basis. The program features a phone-in RTI help section, video clips documenting RTI success stories from across the country, and discussions with experts in the field of RTI.

Campaign to preserve the RTI Act from dubious amendments – Only a few months after the passage of the law, some evil and misguided elements in the Legislature realized that by approving the law, they had essentially ended their reign as corrupt autocratic warlords of the country, and effectively handed over the reigns of governance completely to the people. Therefore it came as no surprise when a series of amendments were put forth that if passed, would have made a toothless tiger of India””s powerful RTI Act. Kabir, along with several leading voices of activists and social personalities nationwide, worked to motivate the people to protest against these amendments. Our relentless efforts finally succeeded when the proposed amendments to the Right To Information Act were withdrawn.

Public Hearing against the Central Information Commission – on the first anniversary of the passage of the RTI Act, the Central Information Commission was being found to be the biggest roadblock to the widespread success of the RTI movement. With this in mind, Kabir organized a public hearing of the decisions of the CIC which was attended by eminent lawyers and RTI personalities, as well as two of the Information Commissioners working for the CIC. Around 500 appellants complained of not having got justice from the CIC, and in many instances the CIC admitted its shortcomings.

RTI Helpline – Kabir, in collaboration with the Manjunath Trust and Parivartan, has launched a telephonic helpline service to provide answers to people””s questions about the application of the RTI Act in solving their everyday problems. The helpline is accessible from across the country at 080-66600999.

Bihar Government””s RTI line – Kabir and Parivartan proposed a call centre to the government of Bihar to streamline the access to Public Information Officers to all citizens in the state – regardless of their level of literacy. The proposal was accepted and promptly executed by the government of Bihar. Now anyone in Bihar can call at 155310 and 155311 to seek information about the RTI Act, or even to dictate an RTI application that is then transcribed free of charge by the Government. The application fees are automatically deducted from the caller””s phone bill.
