Strengthening Panchayats: the Association of Voluntary Agencies for Rural Development (AVARD)  focus is strengthening of Panchayati Raj and Gram Swaraj. For this the Association of Voluntary Agencies for Rural Development (AVARD)  are making well planned, sincere and sustained efforts to impart need based sensitization and training to VOs and Panchayats. 2. Facilitating participatory Micro-planning: The main responsibility entrusted to the restructured Panchayats is to prepare and implement the plans of economic development and social justice for their respective areas in respect of the 29 matters listed in the Eleventh schedule (Art 243G). Such planning was something new for the Panchayats and VOs. We are engaged in training both in participatory micro planning. In most cases focus has been to prepare Gram Panchayat Plans. 3. Empowering Women: After reservation of seats of women, a good number of elected women representatives in Panchayats were from disadvantaged sections and first timer. We tried to enable these women to enhance adequately their access to their socio-economic rights and entitlements, especially to government’s anti poverty shemes through Gram Panchayats. 4.
